What digital camera should I get?!?
Still deciding since this time round I`ll be buying it from my own savings...
At a price range of $250-$500 what is a greatly recommended 2009 model digital camera that can give u similar photo qualities as the Canon 450D/ XSi?

You're probably going to find it challenging to find a D-SLR camera in that price range.
The least expensive DSLR is going to be the Nikon D-40. It's a 6.1 mega-pixel camera, comes with a 18mm-55mm lens. I have this camera and I love the pictures that I take with it. I've been able to print up to a 12x18 portrait with excellent quality (haven't tried anything larger to report on). It's not by any means a 2009 model, but it is in your price range for about $450 (including lens).
If it's just the quality you're looking for, and not the D-SLR fully manual camera, then I do have a few other recommendations for you! I am slightly bias towards Canon products when it comes to point and shoot cameras. I feel they have great photo quality and a very simple to use. I've always used them, and never had a problem. I did work selling cameras though and I was a photography major, so I have had experience with a wide variety of brands. (Not trying to toot my own horn, just trying to establish some credibility with you) So, my suggestions: (not in order of best-least.. just random)
1.) Canon PowerShot SD 780IS: 12.1 MP, 3x Optical Zoom, with a 2.5" LCD (comes in a variety of colors)
2.) Canon PowerShot SD1 200IS: 10.0 MP, 3x Optical Zoom, with a 2.5" LCD (also comes in a variety of colors)
3.) Nikon S630: 12 MP, 7x Optical Zoom, with 2.7" LCD (also comes in a variety of colors)
4.) Canon PowerShot SD 790IS: 10 MP, 3x Optical Zoom, with 3" LCD (a little older model, but great reviews)
